The expression with the tool of doubt indicates that the situation necessitates that it be excluded that a denial occurs from them after this. "Your Lord" means: the one who is good to you with clarity and delay [with every favor, "the Possessor of vast mercy" means: He, with His ability, has decreed that He will be forbearing towards you with delay] until a known term.

And when He informed about His mercy, He highlighted His great might and said: "And His punishment is not to be repelled" means: if He intends to take revenge "against the criminal people" means: those who cut off what should be connected. So let no one be deceived by His delay in their evil deeds and the realization of their misguidance. And in this verse is a severe threat along with a gentle appeal, which is woven to the utmost limit of eloquence.
