And when He mentioned - glorified and exalted is He - establishing the proof against the disbeliever in the Hereafter by the messengers - peace be upon them - He justified their sending as a means of encouragement and urging to follow them in the days of respite after intimidation, and as a warning and guidance in a clear warning and discipline. He said: ﴿That﴾ meaning: the great and beneficial matter is that We sent the messengers ﴿to﴾ meaning: for the sake of the fact that ﴿Your Lord﴾ meaning: the One who is gracious to you by honoring your people ﴿is not﴾ meaning: His destruction is not established ﴿the towns unjustly﴾ meaning: because of the injustice they committed ﴿while their people are heedless﴾ meaning: they are immersed in heedlessness regarding what they must do, which their minds cannot comprehend, meaning: due to the desires that have been instilled in them and the pleasures that have overwhelmed them. This has stopped their minds from the clear understanding of what is intended for them. So We sent to them the messengers to awaken them from their slumber and to alert them from their heedlessness. Thus, their punishment after their denial became the obligatory truth and the correct justice. It may also be that the meaning is: He destroys them unjustly, and the negation of injustice here is like the negation in His saying: ﴿And your Lord is not unjust to the servants﴾ [Fussilat: 46]. In the first case, the injustice of them is negated.
