And when the estimation is a turning to the station of greatness, it is a declaration that all decree is in His hand, so that there is no assumption of deficiency in the authority of the word. So look at what We have arranged for you in this surah from the verses and made clear therein from noble indications. Indeed, We have brought in it wonders of arrangements and revealed strange definitions. He then added His saying: (p-224) ﴿And likewise﴾ meaning: and similar to this great arrangement ﴿We arrange﴾ meaning: We transfer all ﴿the verses﴾ from state to state in the diverse meanings, following from the aspects of the proofs that which eludes the powers and incapacitates the capable, so that the minds of the deviators are bewildered and the thoughts of the preventers are obscured. Knowing that they are incapable of bringing forth what is comparable to it [thus the proof is upon them]. ﴿And let them say﴾ in aggression, not due to the manifestation of their incapacity ﴿You studied﴾ meaning: someone other than you from the people of the Book or others in this until this arrangement has been established for you and this completion has been fulfilled.
