And when He brought them down to the lower plain, He explained that [which indicates] that He, glorified and exalted is He, has no partner in the completion of His words by granting victory to His allies over their weakness and forsaking His enemies despite their strength. This is because He, glorified and exalted is He, is [pure] unseen, and there is no indication of Him except through His actions. So He said: ﴿He has decreed﴾ meaning He has acted like one who has determined a matter and has completed it, and He has written it down, thus making it obligatory and decisive. ﴿Allah﴾ [meaning the King] who has no equal, ﴿I will surely prevail﴾ affirmed what they have of the assumption of victory through multitude and strength. ﴿I and My messengers﴾ meaning with the strength of argument and the intensity of struggle. He is truthful regarding those whom He sent with war and those whom He sent with proof. He explained this conquest by saying, affirming that their actions with His allies are the actions of one who thinks he is weak: ﴿Indeed, Allah﴾ [meaning] the One to whom belongs all command ﴿is Strong﴾. He pours forth from the essence of His strength that which He manifests through the apparent power of His allies. For indeed, the strong is one who has an independent essence in what he carries in the matter, even if he is weakened by what may be increased against him. His protection from what may approach him with awe is through the intensity and might that arises from that independent essence. And what appears from the effect of that is power. There is no power that manifests from creation except by relying on strength from Allah, and there is no standing with the truth for the essence except by Allah, who holds the dominion of all things. Therefore, in reality, there is no strong one except Him.

And when the strong among the created beings may be weaker than another [at times], He negated that by saying: ﴿Mighty﴾ meaning one who prevails with a victory that does not allow the defeated to find any type of resistance or escape. This description is established for Him always.
