9He is the One who reveals clear verses to His servant, so that He brings you out from layers of darkness into the light. And to you, Allah is Very-Kind indeed, Very-Merciful.

And when He described Him with Lordship, He indicated it by His saying: ﴿He is﴾ meaning alone [not another]. ﴿The One who sends down﴾ meaning gradually and successively according to need. And since the address in this surah is to the sincere, He added to His pronoun not coupled with what indicates majesty and greatness ﴿upon His servant﴾ meaning the one who is most deserving of being in the presence of His beauty and honor because he has never worshiped anyone other than Him. ﴿Signs﴾ meaning signs that are from their manifestations truly worthy of being referred to and adhered to [by them]. ﴿Clear﴾ [Fatir: 40] indeed regarding what He has of attributes that are in the utmost clarity. ﴿To bring you out﴾ meaning Allah, meaning His servant, by what He has sent down to him, although he is a human like you. And among you is one who has gone far in following desires, so he began after the general mercy of the statement with a specific mercy that guided him to the deeds of the gardens, and it is less than what came before it in the scale. And above it in terms of it being without a cause from the one who is shown mercy.
