And when He encouraged spending and faith, and faith was necessitated by spending, He was astonished by those who do not rush to obtain every good. So He said, detailing what He had summarized in encouraging both, beginning with the clearest of all good. He relieved them by expressing with the tool of anticipation the good news of forgiveness for the past, warning and reproaching those who do not rush to the essence of what the inquiry has entered upon. He added to what is understood: So what is the matter with you that you do not rush to that: ﴿And what﴾ means: and what thing ﴿is with you﴾ of excuses or otherwise in that you are, or while you are ﴿not believing in Allah﴾, meaning that you renew faith - that is, a continuous renewal - in the Most High King, meaning the One who has all sovereignty and all command after you have heard this speech.
