(p-254) And when he informed of that, it indicated a clear meaning of what the first understood from the glorification of the heavens and the earth by his saying: ﴿To Him﴾ meaning alone ﴿belongs the dominion of the heavens and the earth﴾ meaning: and the dominion of what is in them and what is between them, apparent and hidden. The apparent dominion is what currently exists in the world of praised lands, constructed skies, shining stars, lofty orbits, tangible winds, and visible clouds - and what has detailed from that in creation and command. The hidden dominion [the unseen] from us, and the greatest of it is that which is added to the other, which is the kingdom. Al-Qushayri said: The dominion is an exaggeration of ownership, meaning by the indication of the joining. He said, and ownership with the kasra means the ability to create, so there is no owner except Allah. And when it is said to others: owner, it is metaphorical concerning the rulings related in the Shari'ah regarding the ownership of people, meaning by its validation or corruption and so forth. The verse is from the intertwining: it mentioned what is between the heavens and the earth first as evidence for the omission of what is between them secondly, and it mentioned the two horizons secondly as evidence for the omission of such first so that the glorification and dominion encompass all.
