And when it was such that there could be a flaw that would displease its servants, He said: ﴿No one may touch it﴾ meaning: the book that is written in it is more general than being in the heavens or on the earth or the Qur'an or what is written from it, let alone that it is acted upon. ﴿Except the purified﴾ meaning: the pure ones who have been greatly purified, and they are the heads of the noble angels. And the messenger with it is none other than them, and Allah did not facilitate its preservation except for His purest servants, and He did not make its meaning known except to the most honorable of its guardians and the purest of them in hearts. And from the generality of what the wording can bear of meaning, since it is the speech of the All-Knowing about everything, it carries no wording except that it is intended that it is forbidden for one who does not have the utmost purity by being distant from the two major and minor impurities. So, it is in this a negation in the meaning of prohibition, and it is more eloquent. Al-Baghawi said: This is the saying of most of the people of knowledge. And it has been narrated with a chain from the way of Abu Mus'ab from Malik from Abdullah ibn Abi Bakr ibn Amr ibn Hazm that 'in the book that the Messenger of Allah wrote to Amr ibn Hazm, may Allah be pleased with him, (that no one may touch the Qur'an except a pure one).' And what is meant by it is the mushaf for the sake of protection, as in the prohibition of traveling with the Qur'an to the land of the enemy. And it is also possible that the expression of touching means that he does not read it with his tongue except when he is pure. If the major impurity is intended, then the prohibition is for the sake of sanctity or for the more complete.
