This indicates that although they were acknowledging His uniqueness in creation, their denial of resurrection necessitates their denial of that. So He said: "Are you the ones who create it?" meaning, do you bring it into existence as it is in its state of balance and wisdom after its creation from the form of the sperm to the form of the clot, then from the form of the clot to the form of the lump, then from it to the form of bones and sinews? "Or are We?" specifically. And since the context is to establish the deniers, He mentioned the report understood from the context in a way that made it clear that the estimation is: Are you the creators of it or are We? So He said: "Rather, We are the creators," meaning that this is established for us. The verse is from the type of interlocking: He first mentioned "create" as evidence for the omission of something similar to Him, glorified is He, secondly, and He mentioned the name secondly as evidence for the omission of something similar to them first. The secret of that is that He mentioned what is more appropriate to their actions, which indicates the time of renewal, even if it is for a time, and what is more appropriate to His attributes, glorified is He, which indicates permanence and continuity.
