Commentary
And when he mentioned first the Qur'an, which is the scale of information, and indicated its Merciful nature by various forms of expression, by which humanity was elevated to become capable of understanding, and reminded him of the blessing of the scale for tangible things, he turned his address to him, diverting him from the style of negligence, encouraging him to ascend the ranks of perfection through good compliance, explaining and saying: "That is" meaning [because] "do not transgress" meaning: do not exceed the limits in the scale, meaning: the things that are weighed among the known weights and the knowledge and action that are measured one by the other, and in the equality of the apparent and the hidden, and the saying and the action. The second scale is general for the scale of information and the scale of tangible things.
