And when the souls of the righteous, who have high and great aspirations, turn to the virgins, He said: ﴿No man has touched them﴾ meaning no kind of authority has dominated them. ﴿Before them﴾ means: the mentioned touching has been negated in all of the time that exists before the touching of the companions of these gardens upon them.
