And when the change of what has preceded from the sun, the moon, the stars, and the trees indicates a clear indication that He, glorified and exalted is He, is the one who affects them, and the heavens and the earth are stable in one state, then perhaps their matter was perplexing as many from the people of unity, the people of rigidity, deception, and those who stand with the witness and others have gone astray in it. And when it is established that He, the Most High, is the one who affects them, for that reason He said attributing the effect in them to Him after He has stripped what preceded them of its like, for what suffices from the indication of change, movement, and transition, in addition to what you estimate: and it is He who planned that: "And the heaven He raised" meaning: physically after it was attached to the earth, so He separated it from it and elevated it above it by what testifies to that from reason for everyone who reflects that every heavy body is not raised from what is beneath it except by a raiser, and there is no raiser for this except Allah, for He alone is capable of affecting it. And due to its greatness, He preceded it over the action as a reminder for reflection on what is in it of the grandeur of the creations and types of wonders, and a meaning that He made it the source of His rulings, the origin of His issues, the place where His commands and prohibitions descend, and the dwelling of His angels who descend with revelation upon His prophets.

And when the heaven, with its elevation indicating the might of its creator and planner, also indicates His justice by the moderation of all its states from heat, cold, rain, snow, [dew], and mist, and other than that, in that every season of it is equivalent to its opposite, and that He does not send it down, glorified is He, except in a known measure, otherwise the earth would have been corrupted [entirely]. And it indicates to us that He legislated for us such justice so that our states may be established and our sayings and actions may be rectified by what the heavens and the earth have established. And He said: "And He set the balance" meaning the justice that He initiated between the two horizons of balance, which is the equivalence so that our affairs may be organized.
