And when the expanse of the sea for the flow of ships is like the expanse of the sky for the movement of the stars, with what is necessitated by its mention of the east and the west for the winter that occurs in it from the rains, which if it were to flow according to analogy would have flooded the seas, and drowned the plains and the deserts, and risen over the cities and all the regions, He said: ﴿He has let loose﴾ meaning: The Most Merciful has sent forth ﴿the two seas﴾ meaning: the salty and the sweet, and made them turbulent, by their nature being turbulent, while they ﴿meet﴾ meaning: touch each other on the surface of the earth without separation between them in the sight of the eye and in its essence. He made the sweet a sign indicating the waters of Paradise, and the salty a sign indicating some of the drink of the people of the Fire, which does not quench the thirst of its drinker nor suffice him, but rather burns his belly and exhausts him, or the two seas of Persia and Rome are meeting in the ocean because they are two gulfs of it.
