And when He mentioned His blessings that indicate His power by raising the heavens, He mentioned in that context its counterpart after He placed between them what they established of justice, indicating the great care and attention to it. So He said: "And the earth" meaning: and He placed the earth. Then He explained its purpose so that it would be as if mentioned twice, pointing to the greatness of His management due to the abundance of wisdom in it. So He said: "He placed it" meaning: He spread it and extended it over the water for the creatures, meaning: every being that has the capacity for sleep or the capacity for slumber, which is the sound. After He established for them the balance by which the earth does not stand except with it.
