Commentary

And when water was stronger than all that preceded it, He concluded with it and said: (p-6) ﴿And by the sea that is kept filled﴾, meaning that in it the water is more than its filling, and it is its barrier - just as a dog is prevented by its barrier from swimming. If He had wanted, He would have allowed it to flow, and it would have rushed forth and destroyed whatever it passed over of mountains, books, and houses, as was witnessed when He kept it filled, glorified and exalted is He, for the Children of Israel, and it parted. And its land dried up. Then when He wanted to let it flow upon the family of Pharaoh, He punished them with it and destroyed them until not one of them remained.
