Commentary
And when it was in the utmost indication of the completeness of the ability by the flow of its carrier in the afflicted lands, especially if the places of its pouring and the locations of its spilling were far apart, and that differentiation was the ultimate running resulting from the carrying that is consequent upon the elevation, he said, causing to follow and indicating by the action to the strangeness of its separation for its droplets and the novelty of its differentiation for its mercy from its punishment, and other than that from the conditions of the flowing and the management of the running: ﴿So the distributors﴾ meaning: from the clouds by which the angels, peace be upon them, manage it, and likewise the ships by what Allah manages them with from gentle or raging winds, from safety and damage, and from speed and delay, and likewise others from every matter that the angels manage among the servants and distribute it.
And when the carried is different as previously mentioned, he said, gathering for that: ﴿An affair﴾ meaning: from mercy or punishment. Al-Razi said in Al-Lawa'ih: And these are divisions by which Allah divides and the creation does not divide by them; for the division of the creation is a testimony to the correctness of their saying by Him who knows the secret like the public; and He is Allah, the Exalted. And the division of the Creator is the will to affirm the news in their souls, so He swears by some of the wonders of His creation in a way that necessitates consideration and indicates His Oneness. The winds by their blowing and stillness for the gathering of clouds and the sowing of food and the variation of air and their raging at one time and gentleness at another, and the clouds in terms of their standing heavy with water without pillars and their diversion at a time of need for them, by which if they lasted they would destroy, and if they were cut off, no one could obtain a drop from them. And by the differentiation of the rain, otherwise the crops and offspring would perish, and the ships by the subjugation of the sea for their flow and the determination of the wind for them, by which if it increased they would sink, and if it stagnated they would perish. And the angels distribute matters by the command of their Lord. All of that is evidence of the existence of the Wise Creator, the Knowledgeable Originator, the Able, the Generous.
