And when He mentioned the creation of the two horizons, He followed it with the creation of that which is a gathering of all that is in them. He said: "And certainly, we have created the human being," which is the most astonishing creation and the most comprehensive of all that has been mentioned before, with what is in it of companionship and tyranny, remembrance and forgetfulness, ignorance and knowledge, obedience and disobedience, and other amazing matters. And We have appointed from Our armies those who will preserve him, so they will control his movements and stillness and all of his states. "And We know," meaning: while We know with what We have of encompassing knowledge, "what whispers," meaning: speaks in the manner of secrecy, "to him" now and in what comes after that of what has not yet emerged from the treasures of the unseen to the secret of the soul, just as We know what the soul speaks, which are the thoughts that occur to him, until he sometimes is unable to control them. So, We know that their hearts are aware of Our ability to achieve the most complete of what We want and of the truth of the Qur'an and its miraculous nature and the truthfulness of the Messenger with it, blessings and peace be upon him, and his distinction. And it is only envy, malice, arrogance, and leadership that have driven them to deny with their tongues, until that has become a trait for them, and they have persisted in it until it has overwhelmed their minds, so they have become in a confusion surrounding them from all sides.

And when the one who knows about something is closer to it, his knowledge of it becomes more certain and possible. He said, illustrating his knowledge and depicting it with what we know to be its cause: "And We," with what We have of greatness, "are closer to him" in knowledge and witnessing without distance, "than the jugular vein," because its parts and segments conceal one another, and nothing conceals the knowledge of Allah. The intended meaning here is the essence, and the jugular veins are two veins like two cords surrounding the sides of the neck at its front, connected from the head to the carotid artery, which is the vein of the heart. This is a metaphor for extreme closeness, and its addition is like that of the congregational mosque. It has been mentioned in the interpretation of Surah Al-Ma'idah at His saying: "And Allah will protect you from the people" [Al-Ma'idah: 67], which is beneficial here. Al-Qushayri said: In this verse is awe, fear, and fright for some people, and a spirit, comfort, and tranquility of heart for others.
