And when the state of Ihram and the prohibition of hunting in it is for the purpose of honoring the Kaaba, Allah, the Most High, clarified the wisdom of that. Just as He made the sacred sanctuary and the state of Ihram a cause for the safety of the wild animals and the birds, He made it a cause for the safety of the people and a cause for attaining happiness in this world and the Hereafter. He said - beginning to clarify the wisdom of the prohibition at the beginning of the surah regarding the permissibility of those who intend it for visitation -: "Allah has made [the Kaaba]"; meaning: by His greatness, complete wisdom, and the power of His word. He referred to it in this way because it is derived from 'Ka'b', which is the basis of a person's standing and stability. He clarified it, praising it with His saying: "the sacred house"; meaning: that which is prohibited from every tyrant always. It was previously stated at the beginning of the surah that I have prohibited you from the permissibility of those who come to it. "A standing for the people"; meaning: in their affairs of livelihood and their afterlife, for it is for them like the pillar by which the house stands. The fearful finds safety in it, and the weak becomes strong in it. Traders, pilgrims, and those who perform Umrah seek it. It is the pillar of religion and the world.
And when he mentioned what is the basis of the standing from the place; he followed that with what is the basis of the time; so he said: "And the sacred month"; meaning: the one in which the pilgrimage and other acts are performed; the fearful one is safe in it. And when he mentioned what is the basis of the standing from the place; and the time; he followed it with what is the basis of the poor from its rituals; so he said: "And the sacrificial animals"; then he followed it with its honor; and specified it; so he said: "And the necklaces"; meaning: and the honored sacrificial animals that are adorned and slaughtered; and distributed to the poor; and in the verse there is a reference to what was mentioned at the beginning of the surah from His saying: "O you who have believed, do not violate the rites of Allah or the sacred month" [Al-Ma'idah: 2]; - so its laws are that whoever intends it in the sacred month, no one should confront him; even if he killed his son; and whoever intends it in other than it; and has a sacrificial animal; whether he adorned it or did not adorn it; or if he had no sacrificial animal and adorned himself with the leaves of the trees of the sanctuary; no one should confront him; until some of them encounter the sacrificial animal while he is in dire need; so no one confronts him; even if he dies of hunger; and it is the same for his companion and others; because Allah (the Exalted) instilled in their hearts the reverence for it; because He (the Exalted) created the Arabs upon bravery; to open through them the lands to the east; and the west; to manifest the universality of the message of their Prophet, blessings and peace be upon him; thus it necessitated their intense eagerness for killing; and raids; and He knew that if this continued, it would occupy them from obtaining what they need for their living; leading to their demise; so He made His honored House; and what was among its causes; a sanctuary by which their livelihoods and sustenance would be established; so this was a clear proof that the deity is knowledgeable of all information; and that He has profound wisdom. And when He informed of the reason for the reverence for what He commanded to be revered; from the systems of people's affairs; He mentioned the reason for that establishment; so He said: "That"; meaning: the great establishment that was completed as intended by its establisher - glorified is He -; "so that you may know"; meaning: by this precise arrangement; "that Allah"; meaning: the One who has all perfection; who made that; "knows what is in the heavens"; and for that reason He arranged it in a manner that detailed the days and nights; so they were among those months and years; and He detailed from that what He detailed for the mentioned standing; "and what is in the earth"; and for that reason He made therein what serves the interests of people; and restrained the fiercest and most lethal of them from the weakest; and made the birds and the wild animals safe in it; so this leads one with a sound mind; and a firm thought to know that the doer of that is of such greatness; and the authority of the word; in such a way that He deserves sincerity in worship; and that His command should be obeyed in the permissibility of what He has made lawful of food; and the prohibition of what He has made unlawful of drink; and other than that.
And when he mentioned this great knowledge, he mentioned what is more comprehensive than it. He said: "And that"; meaning: and to know that "Allah"; meaning: the One who encompasses everything in power and knowledge; the One who did that so it was completed for Him; "is All-Knowing of everything"; otherwise, He would not have affirmed all the requirements of that and negated all its impediments until it was so. And indeed, the Arabs, as mentioned in the Sirah of al-Hishami and others, took tyrants; which are houses for which they appointed custodians and doormen; and they increased gifts to them; and each tribe glorified what they had with the utmost glorification; and they circumambulated around it. Nothing from them reached what the matter of the honored Kaaba reached; nor did it come close; to attain the knowledge that He - glorified and exalted is He - is nothing like Him; nor does He have a partner.
