And when He (the Most High) attributed their curse to their disobedience and their excess in falsehood, He clarified it, specifying the scholars among them with an increased threat. This is because they, while being on the wrong, do not forbid others from it, even though they are more deserving than others to forbid it. Thus, they became upon two severe wrongs, and their silence about forbidding is misleading for the people of corruption and enticing for them and for others to enter into it and to be arrogant about it. So He (the Most High) said: ﴿They were not forbidding one another﴾; meaning: some of them do not forbid others.
