And when this which He permitted for them and permitted them to it; can only be by means that are beyond the capacity of minds; and cannot be comprehended by branches; nor by roots; He explained His granting it to them; and its ease for Him; by saying - indicating that all that has been claimed regarding divinity in what has preceded in this Surah; and others; is far from that; because it is His ownership; and in His dominion; and under His power: ﴿To Allah﴾; meaning: the King whose greatness cannot be comprehended; nor does His power weaken; not for anyone else; ﴿The dominion of the heavens﴾; He began with it because it is more noble; and greater; and its signs are more evident; and more numerous; ﴿and the earth﴾; due to their vastness; and their greatness; and the distance between them; ﴿and what is in them﴾; meaning: of essence; and accident.

And when that was the end of what we know; He generalized with His saying: ﴿And He is over all things﴾; meaning: of that; and other than it; of all that He wills; ﴿Capable﴾; therefore He rules what He wills; because He is the only God; and He is capable of making happy whom He wills; and making miserable whom He wills; and permitting what He wills; and prohibiting what He wills; and judging by what He wills; and benefiting the truthful who fulfill their contracts; those steadfast in their pledges; because to Him belongs the dominion of these worlds; and what is in them; of what has been claimed regarding divinity; from Jesus and others; and all of them in relation to Him are dead; rather, lifeless; deserving to be referred to as 'what'; not as 'who'; so who deserves anything with Him? And who possesses with Him harm or benefit? And the end of the Surah corresponds to its beginning as you see; what a correspondence; and all its verses are in harmony, taking some of them by the restraint of others; what a harmony; so glorified is He who revealed this Qur'an upon the greatest eloquence; embarrassing those who oppose it from the nations; challenging the people of the sword and the pen! And Allah - glorified and exalted is He - knows best.
