And when he finished warning them against establishing for themselves; or asking him to establish for them; and asking those who have mercy on them by initiating this legislation about something of the matters; relying on the fact that he did not initiate that except while he was not concealing from them anything that would benefit them; nor revealing to them anything that would harm them; because He is All-Knowing of everything - as has been previously indicated -; he said - explaining with the conclusion of the previous verse -: ﴿Allah has not made﴾; meaning: He who has the attributes of perfection; so He does not legislate anything except that it is with the utmost wisdom; and he emphasized the negation by saying: ﴿neither a bahirah﴾; and confirmed the negation by repeating the negator; he said: ﴿nor a sa'ibah nor a wasilah nor a ham﴾; indicating thereby that a person may fall into his own legislation on what is vile; instead of what is good; and this is because the disbelievers legislated for themselves this; and thought that it was among the good deeds; but it is something that Allah does not care for; rather, it is something for which He punishes; because it led them into what they were admitting was the most heinous of evils; which is lying; rather, in the worst of its types; which is lying against the King of kings; then it became a religion for them; and they became the most steadfast people in it; and it is the essence of disbelief; and they acknowledge that he did not legislate it except 'Amr ibn Luhayy; and he was the first one to change the religion of Ibrahim - as narrated by al-Tabarani - from Ibn Abbas - may Allah be pleased with both of them - that the Prophet - blessings and peace be upon him - said: "Indeed, 'Amr was the first one to change the religion of Ismail; he erected the idols; and established the bahirah; and set free the sa'ibah; and connected the wasilah; and designated the ham." And it was narrated by 'Abd ibn Humayd in his Musnad; from Jabir ibn Abdullah - may Allah be pleased with him - and at the end of it: "And 'Amr ibn Luhayy was the first one to lead the Arabs to the worship of idols." And it was narrated by al-Bukhari in the virtues from his Sahih; and Muslim in the description of the Fire; from Abu Huraira - may Allah be pleased with him - who said: The Messenger of Allah - blessings and peace be upon him - said: "I saw 'Amr ibn 'Amir al-Khuza'i dragging his intestines in the Fire; and he was the first one to set free the sa'ibah." Ibn Hisham said in the Sirah: (p-319) and the bahirah among them is the she-camel whose ear is split; so its back is not ridden; nor is its wool shorn; nor is its milk drunk except by a guest; or it is given in charity; and it is neglected for their deities; and al-Bukhari narrated; in the virtues; and Muslim; in the description of the Fire; from Sa'id ibn al-Musayyib who said: The bahirah is that which its milk is prevented for the tyrants; and no one among the people milks it; and the sa'ibah is that which they used to set free for their deities; so nothing is carried on it; and likewise it was narrated by al-Bukhari also in the tafsir; and he said: And the wasilah is the she-camel that gives birth early in the first offspring of camels; then it gives birth to a female afterward; and they used to set it free for their tyrants if one of them connected with the other; there is no male between them; and al-Burhan al-Safaqasi said in his grammar: Abu 'Ubaid said: It is the she-camel if it gives birth to five offspring; in the last one a male; they split its ear; and let it go; it is not ridden; nor is its milk taken - and it was said otherwise -; and Abu Hayyan said in the Nahr: Ibn Abbas said: The sa'ibah is that which is set free for the idols; meaning: it is emancipated; and a man would set free something from his wealth and bring it to the priests; and they are the servants of their deities; so they would feed from its milk for the wayfarer; and the wasilah: Ibn Abbas said: It is the sheep that gives birth to seven offspring; if the seventh is a female, the women do not benefit from it at all; except that it dies; and then the men and women eat it; and if it is a male, they slaughter it; and they all eat it; (p-320) and if it is a male and a female, they say: It has connected with its brother; so it is left with its brother; and it is not slaughtered; and its benefits are for the men; without the women; and when it dies, men and women share in it; and Ibn Hisham said: And the ham is the male if it has ten consecutive females; there is no male among them; he protects its back; so its back is not ridden; and its wool is not shorn; and it is left among its camels to breed in them; it is not benefited from in any other way; and al-Safaqasi said: Ibn Mas'ud and Ibn Abbas - may Allah be pleased with them - and Abu 'Ubaidah preferred it; and al-Zajjaj - it is the male that produces from its loins ten offspring; they say: It has protected its back; so they set it free for their idols; and nothing is carried on it.
And when they had prohibited these things; and the prohibition and permissibility are among the attributes of Allah; and there is no deity except Allah; their ruling on it with prohibition, in relation to that, is a lie against Allah - glorified and exalted is He. So He said (the Most High) - after He denied that He had made anything of that -: ﴿But those who disbelieved﴾; meaning: they concealed what their intellect indicated that Allah did not make this; because they have no access to Him - glorified and exalted is He; and His status is exalted. Therefore, He said: ﴿They fabricate﴾; meaning: they deliberately make these things; of prohibition and permissibility; ﴿against Allah﴾; meaning: the Most High King; ﴿the lie﴾; so they prohibit what He has not prohibited; and they permit what He has not permitted; ﴿And most of them﴾; meaning: those who made these things; ﴿do not understand﴾; meaning: their intellect does not renew for them; and they are those who died upon their disbelief. Then when they prohibited these things, they were compelled to permit carrion; so they prohibited the good and permitted the bad.
