And when gossip and the transmission of false and despicable news may lead to trials and result in fighting, and the All-Knowing, the Wise does not establish a cause except that He mentions its cause and indicates its remedy, and He does not prohibit anything except for one who is prepared for it due to the inclination within him towards it, it may occur to him even if at a time. Allah, the Exalted, said, teaching us the path of wisdom in repelling what the false news may lead to in terms of fighting, expressing with a tool of doubt an indication that what is in its scope should not occur between them, nor should they mention it except as a hypothesis: "And if two parties..." meaning: two groups in action or power, it is fitting for each group of them to come together regarding what has befallen them from the leader, such that they become, due to the intensity of their consideration of him, like the group around him and those gathered with him, to the extent that it is not known from the intensity of their gathering on that which is the first of them from the last of them. "Of the believers" meaning: from those who are counted among the distinguished in faith, whether he is distinguished or merely acts in a way that he is named by it only.

And when the disgrace and corruption in fighting the group is greater, He expressed with the plural pronoun without duality, portraying that in the ugliest form, so He said: "They fought" meaning: they mixed due to the fighting until they were like a single faction. "So make peace" meaning: establish reconciliation so that peace may be achieved. And when the lesson in peace is that if it occurs between the two factions, what calms the evil, even if two individuals from both sides are not taken into account, He expressed with the dual form without the plural, saying: "Between them" meaning: with admonition and guidance in this world and the Hereafter, and do not think that the aggressor is not a believer, so you exceed Allah's command regarding him.

And when aggression is among the most disgraceful of matters, it is fitting that no one should be involved in it, He expressed with a tool of doubt as guidance to that, saying: "But if one of them aggresses" meaning: if the evil intention arises from the souls that do not command good "one of them" meaning: one of the two factions "against the other" and does not return to the judgment of Allah from which it has deviated and does not accept the truth. And when the concealment here may imply ambiguity, and a stubborn person may cling to it in a matter of corruption, He removed all ambiguity by making it clear, saying: "Then fight" meaning: bring about and seek the fighting of "the one who..."

And when fighting is only permissible by continuing in oppression, He expressed it in the present tense to indicate that whenever oppression ceases, even with repentance without any resistance, fighting becomes forbidden. He said: ﴿تَبْغِي﴾ meaning: you intend and insist on it. And continue the fighting for it ﴿حَتّى تَفِيءَ﴾ meaning: to return from what it has become of severing ties, which is like the heat of the sun when the shadow replaces it to what it was in terms of goodness and righteousness, which is like the shadow that replaces the sun. This is the meaning of His saying, glorified and exalted is He: ﴿إلى أمْرِ اللَّهِ﴾ meaning [the obligation of] what the King has commanded, who does not neglect the oppressor, rather it is necessary that he holds him accountable, and His command is what was upon him of justice before the oppression. And when fighting the oppressor is worthy of his return, He indicated this by saying: ﴿فَإنْ فاءَتْ﴾ meaning: if she returns to what she was upon of adhering to the command of Allah, which is justice, ﴿فَأصْلِحُوا﴾ meaning: establish reconciliation ﴿بَيْنَهُما﴾.

And when disputes usually lead to words and actions that cause the reconciliators to harbor resentment against some of the disputants, and this is taken as leaning with one against the other, He said: ﴿بِالعَدْلِ﴾ and let not fighting lead you to harbor malice against the combatants so that you act unjustly. And when justice in such matters is difficult for souls due to the grudges they bear, He, glorified and exalted is He, said: ﴿وأقْسِطُوا﴾ meaning: and remove injustice - with the opening it is oppression - by doing justice - with the breaking it is the great justice that has no oppression in it, in that and in all your affairs. Then He justified it encouragingly by saying, emphasizing a reminder that it is one of the greatest things to be praised for, and a response to whoever might say: that he does not obligate himself to adhere to it except the weak: ﴿إنَّ اللَّهَ﴾ meaning: the One in whose hand is victory and defeat ﴿يُحِبُّ المُقْسِطِينَ﴾ meaning: He acts with the people of justice with the honor of one who loves.
