And when He commanded what may lead to fighting, and the oppressor may sometimes be closer to reconciliation by virtue of kinship than the one being oppressed, it was taken into consideration. Fighting is a difficult matter that may lead to refraining from reconciliation. He, glorified and exalted is He, explained this by prioritizing the bond of faith over the bond of kinship. He made it clear that it is not permissible for him to abandon it due to what it leads to in terms of division of the community, which leads to the weakening of Islam and its people, resulting in the emergence of falsehood that leads to the greatest corruption that cannot be remedied. So He, the Exalted, said: "Indeed, the believers" meaning: all of them, even if their lineages, interests, and lands are distant, are "brothers" due to their connection to a single origin, which is faith. There is no distance between them, and no one among them excels over another by any means other than the means of faith. And when brotherhood is a call and a necessity for reconciliation, it caused Him to say: "So make peace."
And when the term 'ta'ifah' is used, it refers to what is essentially meant to be circled around, just as it applies to what has the capacity for gathering and circling. The least that can be is in pairs. The contention between them leads to the contention of two groups, as each group becomes angry for its own tribe and companions. He stated, placing the apparent in the position of the implicit, exaggerating in affirming the matter and emphasizing it, and informing that what is meant by 'ta'ifah' is strength, not action, such that this encompasses two or more: 'between your two brothers' means: those differing in fighting or otherwise, just as you reconcile between your relatives. If you do not do so, there will be fitnah in the land and great corruption. Rather, the matter is as it has been narrated from Abu 'Uthman al-Hiri that the brotherhood of religion is more established than the brotherhood of lineage. And Ya'qub read: 'Ikhwatikum' in the plural. The reading of the congregation is more eloquent in its indication of two or more by the correspondence. 'And fear Allah' means: the Greatest King, who are His servants in reconciling between them through fighting and otherwise. Do not do what appears to be reconciliation but is in reality corruption. He pointed to the ease of matters with Him and the enforcement of His command, and that souls truly desire honor, not merely to be from a specific source. He based the statement of Allah, the Exalted: 'So that you may receive mercy' meaning: to be in hope when you do that, at the time of yourselves and those who look to you for the honor that no one is truly capable of providing except Him, through various forms of honor, just as you have shown mercy to your brothers by honoring them and preventing the corruption of relations that is destructive. The verse indicates that sin, without disbelief, does not expel one from faith, and that reconciliation is one of the greatest acts of obedience, and that it is obligatory to support the oppressed; for fighting is not permitted without obligation. Al-Qushayri said: and this indicates the great burden of the slanderer, the gossip, and the one who causes corruption in relations. He also said: it is a condition of brotherhood that you do not make your brother in need of your assistance and seeking support from you, and do not fall short in checking on his conditions, such that it becomes unclear to you where his need is, and he requires your asking.
