Commentary
And when this indicates that the disbelievers - with what is observed of them in terms of the evident multitude and the combined strength that is available - have no consideration because the trial surrounds them in both abodes, and this is a matter that necessitates the branching of thought regarding what affects them, he turned to what his estimation is, indicating that the planning in this way is for wisdoms and interests that description cannot encompass. This is to prevent what may be imagined by one whose faith is not firmly established regarding what must be exalted from Him: for Allah has all power; He does what He wills with whomever He wills without any cause that you see.
And for Allah, meaning: the Greatest King, are the armies of the heavens and the earth; He controls what He wills of them over whom He wills.
And since what has been mentioned of the punishment of the enemies and the reward of the allies is contingent upon the completion of knowledge and the end of the power by which there is vengeance and might, Allah, the King with whom no one has any command forever and ever, said: "And Allah is" the Mighty, who prevails and is not prevailed upon, "Wise," who places things in the most appropriate places. Thus, nothing attributed to Him, glorified and exalted is He, can be annulled.
