هُمُ ٱلَّذِينَ كَفَرُواْ وَصَدُّوكُمۡ عَنِ ٱلۡمَسۡجِدِ ٱلۡحَرَامِ وَٱلۡهَدۡيَ مَعۡكُوفًا أَن يَبۡلُغَ مَحِلَّهُۥۚ وَلَوۡلَا رِجَالٞ مُّؤۡمِنُونَ وَنِسَآءٞ مُّؤۡمِنَٰتٞ لَّمۡ تَعۡلَمُوهُمۡ أَن تَطَـُٔوهُمۡ فَتُصِيبَكُم مِّنۡهُم مَّعَرَّةُۢ بِغَيۡرِ عِلۡمٖۖ لِّيُدۡخِلَ ٱللَّهُ فِي رَحۡمَتِهِۦ مَن يَشَآءُۚ لَوۡ تَزَيَّلُواْ لَعَذَّبۡنَا ٱلَّذِينَ كَفَرُواْ مِنۡهُمۡ عَذَابًا أَلِيمًا ٢٥ ﴿25
25They are those who disbelieved and prevented you from the Sacred Mosque (Al-Masjid-ul-Harām ), and (prevented) the sacrificial animals that were detained from reaching their due place. And (Allah would have allowed you to fight,) had there not been believing men and believing women whom you did not know that you might have trampled them, and thus a painful situation might have arisen for you because of them unknowingly; (This situation was avoided) so that Allah may admit to His mercy whom He wills.And if they (the believing men and women) had moved (from Makkah), We would surely have punished those of them who disbelieved with a painful punishment.

And when what has passed of their description is in a manner that includes others among all the disbelievers, He specified them, clarifying the reason for His withholding from them, while they deserved at that time destruction, punishment, and ruin. He said: ﴿They are﴾ meaning: the people of Makkah and those who are with them ﴿those who disbelieved﴾ meaning: they immersed themselves in this description with all their inner selves and the entirety of their outward appearances ﴿and they prevented you﴾ in addition to their disbelief during the Umrah of Al-Hudaybiyyah from ﴿the Sacred Mosque﴾ meaning: Makkah, and the Sacred Mosque itself, and the Ka'bah, for the disruption of what you are in of the rituals of Ihram [during the Umrah] ﴿and the sacrificial animals﴾ meaning: and they prevented what you had brought as offerings to Makkah to slaughter them there and distribute them to the poor, among them forty, and in one narration, seventy camels, which the Prophet blessings and peace be upon him had offered.

"We would have certainly punished"; meaning: by your hands through our empowerment or merely by our hands without intermediaries "those who disbelieved"; meaning: those who concealed the veil of faith.
