And when the discourse of the soldiers concluded, generally then specifically regarding those who were summoned and the sincere ones, and it ended with the punishment of the disbelievers. The one who manages the soldiers might sometimes be one of the king's close ones, so his management over them is not complete. The king may not be able to punish those he wishes from among his soldiers. And when he is able, he may not be able to punish in every way he desires from the blazing fire described and others, due to the lack of his complete dominion. Allah, the Most High, said, relating to the verse of the soldiers: "And to Allah belongs" meaning: the greatest king alone, "the dominion of the heavens and the earth" meaning: of the soldiers and others. He manages all of that as He wills; there is no one to repel His decree nor to question it.
And when there was none among those who were punished as the previous nations were punished by the wind and others, He did not mention what is between the two horizons. He mentioned the result of the uniqueness of dominion, as the situation requires, from encouragement and intimidation: "He forgives whom He wills" meaning: there is no objection from anyone against Him in any way, "and punishes whom He wills" meaning: because nothing is obligatory upon Him and nothing can equal Him. And He is not like the kings who cannot do likewise due to the multitude of their opposing equals in general. And from this ambiguous division, it is known that among them is one who turns away, so He punishes him, and among them is one who remains steadfast in Islam, so He forgives him because He does not punish without sin, even though He has the right to do so; because He is not questioned about what He does, and His dominion is complete. So His management over it is just, however it may be. And when the one who does something at a time may not continue to have the description of ability over it, Allah, the Most High, said: "And Allah was" meaning: the one encompassing the attributes of perfection eternally and forever, nothing new occurs to Him that did not exist. And when He began the verse with forgiveness to encourage repentance, He concluded with that; because the position is for Him, and He increased the mercy as an honor for the Prophet of mercy by encouraging and indicating that His mercy has overcome His anger. So He said: "Forgiving" meaning: for the sins of the wrongdoers, "Merciful" meaning: honoring after covering with what cannot be comprehended by minds, and His ability to bestow is like His ability to take vengeance.
