And when the custom has been established that a person does not punish or threaten except to one who has harmed him, as has been previously mentioned regarding their punishment and the ugliness of their deeds, preparing for the question about that, he began his saying, confirming their assumption that they are the dominant party of Allah: "Indeed, those who disbelieved"; meaning: they covered what their minds indicated through the apparent signs of Allah, especially after the sending of the Messenger, who was supported by clear miracles, blessings and peace be upon him.
