And when the meaning of His saying, the Most High, in Al-Dukhan was established: "And We did not create the heavens and the earth and what is between them in play" [Al-Dukhan: 38], with what has been mentioned in them of [the signs and] the benefits and wisdoms, He established [here] the meaning of [what comes] after that by the increase of the appointed term. He said, indicating His might and wisdom: "We did not create" meaning: according to what we have of the greatness that necessitates uniqueness in grandeur. "The heavens and the earth" according to what is in them of the signs, some of which have been detailed in Al-Jathiya. And when it was one of the objectives here to refute the Magians and others who affirmed the creation of other than Allah, He said: "And what is between them" meaning: of the air filled with benefits and all good and all evil from the actions of the servants and others. Ibn Burjan said in his tafsir: All of existence, its beginning and its end, is a copy of the Mother of the Book, and the heavens and the earth indicate some of existence. Some of it gives evidence of the desired as much as the whole does in some way, except that what is higher has the most correct indication, the closest testimony, and the clearest sign. Yet, despite that, they did not continue in their misguidance and immerse themselves in their bad state and the evil of their situation. Surah al-Ahqaf was then revealed, recording their evil deeds and informing them of their painful outcome. He, exalted is He, said: "We did not create the heavens and the earth and what is between them except in truth and for an appointed term." If they had considered the great connection of that truth and its precision and perfection, they would have known that it was not created in vain. However, they were blind to the signs and turned away from following the indications. "And those who disbelieved are turning away from what they were warned of."
