Commentary

And when He negated that the creation of that play, which is false, could be, He affirmed what He created for it and did not specify what is in between because it is subordinate. And He has already alerted to it what has passed. So He said, resuming: "We did not create them" meaning: the heavens and the earth along with what is between them "except in truth" from the judgment between those in them. So whoever does falsehood, We punish him, and whoever does truth, We establish him. And by this, the ultimate manifestation of our encompassing all attributes of perfection becomes apparent, as we have alerted the people of perfection in this abode by their creation, which is in accordance with the truth. And it is what we have of those attributes necessitating resurrection for the establishment of truth and the nullification of falsehood, with that which is not hidden from anyone.

And when most of creation does not know that due to its greatness from contemplating its evidence, even if it is definitive and self-evident.

"But most of them" meaning: most of those who are among you, and they say: "It is nothing but our first death" [Ad-Dukhan: 35]. And likewise, those who lean towards them "do not know" meaning that we created creation for the sake of establishing truth; therefore, they dare to commit sins and cause corruption in the land, not hoping for a reward nor fearing punishment. And if they would remember what We have instilled in their natures, they would surely know with evident knowledge that it is the truth from which there is no deviation, just as their rulers assume positions for the sake of manifesting judgment among their subjects, and they condition the judgment with truth, and they affirm to themselves that they do not exceed it.
