Commentary
And when the decree was: they did not believe in him nor for his sake, and they did not distance themselves from him. Rather, they sought to bring about harm to him and attempted to confront him with calamities and destruction. So they could not achieve that, and they harmed his people, and the trial was prolonged. This led to his saying: "So he called upon his Lord" who had done good to him and guaranteed him his governance and the governance of his people. Then he explained what he called upon by saying: "Indeed, these" [meaning] the insignificant, the lowly, the humiliated, "are a people" meaning: they have the strength to carry out what they are attempting. "Criminals" meaning: they are deeply rooted in severing what I commanded to be connected, and that includes connecting what I commanded to be severed. So the meaning was: he called upon with this meaning, and for this reason, he used 'that' which indicates the source.
