And when this is a news that has no response in it due to the appearance of the evidence and the greatness of the majesty except for returning, and he who does not return only intends by opposing the greatest God, he said (p-485) equalizing the address by lowering them in the absence to the status of the distant one who is not turned to, equal to what his estimation is: "Return to what has appeared to them of the evident truth". "Or have they made a firm resolve?" meaning, "Do they judge a matter in rejecting our command and opposing our allies while they know that we are aware of them?"
And when glorified and exalted is He, is aware of the secret of their matter and the hidden of their secret, it is a reason for what he asked about their firm resolve, which indicates that He is knowledgeable of it and that He had decreed for it before its existence what removes it, nullifies it, and transforms it, as a means of confirming their denial that they would prevail. So He said: "Indeed, We are making a firm resolve," meaning, "Always for the matters due to our knowledge of them before their existence and our power and choice. This is our attribute that does not change with the face of: knowledge, power, and will; nothing has come to us that did not exist."
