Commentary
And when He, glorified and exalted is He, informed that He is the owner of revelation with the laws, always, both ancient and modern, He explained that by saying that He is the owner of the general dominion. He said: ﴿To Him belongs whatever is in the heavens﴾, meaning of beings and meanings, ﴿and whatever is in the earth﴾ likewise. And since exaltation necessitates power, He said: ﴿And He is the Most High﴾, meaning above the Throne, which the heavens are in, with an exalted rank, greatness, and status, not a place and association. This necessitates that the heavens all belong to Him and the earths all belong to Him, along with what is in them. ﴿The Most Great﴾, meaning that nothing can be conceived in imagination nor imagined in mind except that He is greater than it in might and dominion. For this reason, He inspires whom He wills with what He wills of affirmation and alteration, and there is no objection from anyone against Him.
