And when what has passed of the expansion of provision and its contraction, and the sending down of rain and its withholding, are among the great signs, He generalized by mentioning some of that. It is indicative of all that he concluded with in the previous verse of the praise, which is the description of all the attributes of perfection. He said, adding to what you may estimate: So that is among the signs of Allah that indicate His power and choice. Indeed, He is the One who gives life to this existence with meanings from the spirit of revelation and others at times, and with the physical substances from water and others at other times: "And among His great signs" regarding that and regarding His deserving of all attributes of perfection is the creation of the heavens, which you know to be numerous by what you see of the matters of the stars, "and the earth," meaning its kind, regarding what they are upon of forms and what they encompass of benefits and goodness. "And what He has spread," meaning the difference among bodies and hearts upon this strange manner of sensation and movement by choice, with the variation in shapes, and forms, and ethics, and other than that of deficiency and perfection.

And when the earth is a building and the heavens are its ceiling, whoever is in either of them has his relation confirmed to be that he is in each of them: the lower one by the diminishment and the upper one by the overshadowing. Allah, the Exalted, said: "In them," meaning the heavens and the earth, especially since He has made for each of them a cause in that by what He has deposited in them of jewels and what has originated from them of elements.

And when life, which is the cause of spreading and movement, may sometimes lead its owner to arrogance and harshness in his soul, thinking that he is complete in power, He feminized it to belittle his power and to diminish his status and rank. So He reduced "from a creature," meaning anything that has the ability to move in life from humans, jinn, angels, and other animals, differing in their kinds and colors and shapes and languages and natures and species and types and their regions and sides and lands. Whoever looks at His creations, glorified is He, will be certain of His existence and His power and His choice. Then if he delves deeper in thought and continues to reflect, he will reach the knowledge of the Creator with His names and attributes and what is befitting for Him and what is impossible for Him. So he praises Him with praises that have no end and glorifies Him with His glorification. Then if he delves deeper, he will come to stand upon the wisdom of what the messengers brought and what the books descended with.

And when we know that whoever has created things by gathering their disparate parts whenever He wills, with the lack of ability and incapacity in changing, we are deserving of certain knowledge of the meaning of His saying, the Exalted: "And He is," meaning by what He has of the attributes of greatness that the apparent knows along with it, and what is hidden from us is greater. "Over their gathering," meaning these creatures of those with minds and others after their separation by hearts and bodies through death and other than it from fortunes and desires and other than that.

And when the gathering is inevitable, he expressed it with a tool of verification and said, commenting on the gathering: ﴿When﴾. And he confirmed the consideration of resurrection by expressing it in the present tense and said: ﴿He wills, the All-Powerful﴾. This means the One who has complete power, just as He had complete power at the time of creation from non-existence by gathering them in one place, where the caller can be heard and the sight can reach them.
