21And they will say to their skins, “Why did you testify against us?” They (the skins) will say, “We were made to speak by Allah, the One who has made every thing to speak.” And He had created you the first time, and to Him you are going to be returned.

And when he informed them of that which shatters the stones if it were to be suspended for an hour, he informed that their returning from their harsh nature and their thick ignorance did not benefit them. He said, expressing his estimation: 'This testimony did not benefit them out of shame before Allah nor submission within themselves, nor did it lead them to cease from argument and stubbornness, just as mere knowledge of Allah did not benefit them concerning them: ﴿And they said to their skins﴾.
