Commentary
And when the decree was: 'Indeed, We have supported Musa, Our Messenger, with the lightning of Fir'awn and his thunder,' he followed it with his saying indicating honor and mercy. This confirms the removal of what has settled in the souls that the kings of this world are not overcome by the weak: 'And indeed, We have given' means: with what We have of might 'Musa the guidance,' meaning: in the necessary religion, it must be that he has the ultimate outcome, even if the magnitude of those who oppose him is great. This is because he is misguided from the guidance, and the misguided is doomed even if the duration is long. And this is by what We have given him of prophethood and the Book.
And when prophethood is specific and the Book is general, he said: 'And We caused to inherit' means: by Our greatness 'the Children of Israel' after they had been in humiliation 'the Book,' meaning: [that] which We revealed to him and by which We granted him guidance - and it is the Torah - a granting that is like inheritance, no one disputes them in it, nor is there anyone entitled to it in that time other than them, while they are in that state.
