Commentary
And when He summarized, He detailed and clarified, or replaced, after He had terrified. He began with those whose punishment was like their punishment, and their habit was similar to their habit: "like the habit of the people of Noah," meaning in what befell them of the destruction that obliterated them, which they could not endure, along with what was in them of the strength of attempting and resisting what they wanted. "And 'Aad and Thamud," along with what has reached you of your tyranny. And when these were the strongest of nations, He sufficed with them and summarized after them, saying: "And those who," and He indicated with the preposition to specify with punishment, so that it would not be said: this is the habit of time. He said: "after them," meaning close to their time, not all who came after them.
And when the estimation was: Allah destroyed them and He did not wrong them, He expressed it in a generalization coupled with what it contained of the news with its evidence, saying: "And Allah does not will," meaning the One who has encompassed attributes of perfection. And when He was in the position of admonition for them, and His intent was to turn them away from their misguidance in every case, He made the matter contingent upon the will, for when it is lifted, injustice is negated. And He used an indefinite expression for generalization, saying: "He wills injustice," meaning it is renewed from Him that He would attach His will at some time to a type of injustice "for the servants," because no one ever directs himself to the idea that he would wrong His servants who are under His power, and subject to His will and command. And whenever they do not recognize His right and they intend to oppress one who recognizes His right, He will surely punish them, otherwise it would be a form of injustice against those who are oppressed.
