Commentary
And when the migration was severe; and perhaps some of the strong ones abandoned it and excused themselves with weakness; and perhaps the capable one thought, with hardship, that he was not capable; He distanced them from that by indicating to them with the tool of distance; so He said: ﴿So those﴾; and when it is for Allah - glorified and exalted is He - to do as He wills; nothing is obligatory upon Him; and nothing is unbecoming of Him; rather, He has the right to punish the obedient; and to grant ease to the disobedient; and to do and say as He wills; ﴿He will not be asked about what He does﴾ [Al-Anbiya: 23]; He has made these excused ones a place of hope; signaling that abandoning migration is extremely dangerous; so He said: ﴿Perhaps Allah﴾; meaning: the one hoped for; and the deserving one of the kingdom; encompassing the attributes of perfection; ﴿will pardon them﴾; meaning: even if He were to seize them, that would be His right; and everything that has come in the Qur'an of this nature is to indicate this meaning; and the saying of Ibn Abbas - may Allah be pleased with him -: "Indeed, 'perhaps' from Allah is obligatory"; its meaning is that although He has the right to do as He wills; He does not do except what wisdom necessitates; according to what the sound mind deems appropriate; ﴿And Allah was﴾; meaning: the King who has everything; so there is no objection to Him; eternally; and forever; ﴿Pardoning﴾; meaning: He erases the sin; if He wills; so He does not punish for it; and He may reprimand for it; ﴿Forgiving﴾; meaning: He removes its effect entirely; and fundamentally; such that He does not punish for it; nor reprimand; nor will it be such that it is mentioned at all; and perhaps the pardon refers to men; and the forgiveness to women and children.
