And when he mentioned the matter of women, he followed it with the ruling of men, in a way that also includes women. So he said: "And the two who commit it"; and this is the dual form of "the one". Ibn Kathir emphasized its noon to strengthen it, so that it becomes closer to the established names. "They both come to her from you"; meaning: from a virgin or a previously married person, or a man or a woman; and this is established by the testimony of four witnesses, as previously mentioned. "Then punish them"; and he clarified the general harm that is true with the tongue and otherwise, the verse of flogging, and the Sunnah of stoning. "But if they repent"; meaning: with regret, cessation, and determination not to return. "And they reform"; meaning: by continuing on what they have resolved upon; and a period has passed in which the truth in that is known. "Then turn away from them"; meaning: from their harm; and this indicates that the harm with the tongue continues until the clearance is achieved. Then he justified that by saying: "Indeed, Allah"; meaning: the One who has all the attributes of perfection. "Was Accepting of Repentance"; meaning: He is one who accepts those who turn back from their disobedience to what they were in of status. "Merciful"; meaning: He specifically grants whom He wills among His servants success in what He is pleased for them. So emulate His actions - glorified and exalted is He - and have mercy on the sinners when they repent; and let your harm towards them be only for the sake of Allah, so that they may return. And let most of your words to them be admonition that draws their hearts to what is pleasing to the Divine. And it supports that what is meant by this virgin and previously married person, from men and women, is explained by the Prophet's saying, blessings and peace be upon him, in what was narrated by Muslim and the four [compilers], and Al-Darimi, from Ubadah ibn al-Samit, may Allah be pleased with him: "Indeed, Allah has made for them a way; the virgin with the virgin is a hundred lashes and exile for a year, and the previously married with the previously married is a hundred lashes and stoning." So the hadith clarifies what was summarized in the verse regarding the mention of the way.
