And when he informed about whom he loves; and whom he dislikes; and about what pleases him; and what angers him; and it was sometimes thought that there was an inability to take him for other than what was taken; and to make him for other than what was made; or that someone might stubbornly insist on that; so he thought that in the speech there was an entry of a kind of need for a condition; or otherwise; he said: ﴿And to Allah﴾; meaning: while it is the case that for the One who is unique in Oneness - there is no equal to Him - ﴿is what is in the heavens﴾; and since the context was for the hypocrites; and the polytheists; he emphasized and said: ﴿and what is in the earth﴾; from Ibrahim - blessings and peace be upon him -; and from others; indicating that He is the complete Sovereign; the Great Sovereign; so He gives only to those who follow His allies; and distances Himself from His enemies; and He does not choose except for whom He knows to be the best choice; and He is nonetheless capable of what He wants; of confirmation and alteration; and for that reason He said: ﴿And Allah﴾; meaning: the King who has all perfection; ﴿is All-Encompassing﴾; meaning: of both; and of others; ﴿in knowledge and power﴾; so whatever increases; is in His promise and warning to the obedient and the disobedient; nothing of them is hidden from Him; nor is anything beyond His ability.
