Then he explained that by saying: ﴿He promises them﴾; meaning: by making them imagine what reaches their hearts through whispering; in something of falsehood; that it is near to obtaining; and that there is no difficulty in attaining it; and that if it does not occur, there is harm in its loss; so they strive to obtain it; and they lose in that time; and they commit in it what is not permissible of horrors; and humiliation; ﴿And he promises them﴾; meaning: he adorns for them the attachment of hopes to what cannot be attained; then he clarified that by saying: ﴿And what﴾; meaning: while the state is that he ﴿promises them﴾; and he revealed in the place of omission; a warning of greater aversion; so he said: ﴿The devil﴾; meaning: the one who is consumed; far from good; ﴿Except deception﴾; meaning: adornment with falsehood; deceit; and plotting; and confusion; revealing what has no reality - or has a bad reality - in the most beautiful of realities; and the noblest of them; and the most pleasing to the soul; and the most appealing to nature; for the root of 'gharra' and 'ragha' revolves around nobility; and beauty; and the comfort of living; so deception is the removal of that.
