Commentary
And whoever Allah guides; that is: the one whom nothing can overpower ever; then he has no misleader. So He - glorified and exalted is He - guides whom He wills of them, if He intends.
And when there remains no doubt; nor anything of suspicion; that the guide and misleader is indeed Allah alone; and that He has made one thing a cause for the misguidance of a people; so that their misguidance appears as a reason for punishment; and guidance for others; thus their guidance becomes a cause for blessing.
He reaches the utmost in goodness with His saying: "Is not Allah"; that is: the one in whose hand is everything; "Al-Aziz"; that is: dominant over what He wills in misleading a people who claim to be the end in the perfection of intellects; for what He has guided others with; "Dhī Intiqām"; that is: to Him belongs this description; so whoever desires punishment from Him, He subjects to him what he wills of that which saddens him and humiliates him; just as He, if He wills, blinds him from the lights of light; and misleads him.
