And when what He commanded was understood to be accompanied by encouragement and by intimidation, it was perhaps thought that the leader does not fear the king due to matters hoped for from him or feared. The repetition of the command by informing those commanded had an effect in their hearts and increased their eagerness in their souls. Allah, the Most High, said: "Say"; meaning: to your community. He emphasized - due to the doubts that the leader does not fear - His saying: "Indeed, I fear"; meaning: while assuring me of forgiveness for what has passed and what is to come, with sincerity in honoring Him and magnifying Him, and acting according to what is upon the servant to his Lord, to whom belongs all majesty and greatness. And when the description of benevolence might encourage disobedience, it was clarified that this would only be due to a lack of recognition. So he said: "If I disobey my Lord"; meaning: the One who has been good to me, the One who has nurtured me with every good. I have abandoned sincerity to Him; "the punishment of a great day"; and if the day is great, how severe will its punishment be?!
