Commentary
And when He described - glorified and exalted is He - Himself with the complete power; He indicated that with what everyone observes in themselves of expansiveness; and constriction; along with the inability to repel anything of that; or to seize it; He said - beginning anew; or explaining, reasoning -: ﴿What﴾; meaning: whatever; ﴿Allah opens﴾; meaning: that which nothing can equal; And since everything in existence is for the sake of people; He said: ﴿for people﴾; And since the bestowal is intended (p-7) by itself; beloved; and His mercy - glorified and exalted is He - has prevailed over His anger; He stated it clearly; So He said - clarifying the condition in the place of the pronoun; meaning: 'He opens it being' -: ﴿from mercy﴾; meaning: from the tangible provisions; and the spiritual ones; from the subtleties; and the knowledge; which cannot be confined; whether subtle; or grand; and He sends them; ﴿so there is no restrainer for it﴾; meaning: the mercy; after His opening; as everyone knows in themselves; that if good befalls them, there is no one who does not wish that it had not occurred; and if they could remove it, they would remove it; and they cannot affect anything in it.
And since withholding the blessing is disliked; He did not state it explicitly; and left the condition in its generality; after He explained the first condition with mercy; indicating more care for it; signaling that His mercy has preceded His anger; So He said: ﴿And what He withholds﴾; meaning: from mercy; or blessing; by closing the door of creation against it; ﴿so there is no sender for it﴾; meaning: that which He has withheld; with the same proof as before regarding mercy.
And since perhaps someone might claim - in wickedness - at the time of withholding mercy; or punishment; that he is the one withholding; He said: ﴿after Him﴾; meaning: after His withholding; So whoever has something in his hand, let him withhold what Allah has brought him at the time of its creation by making it nonexistent; And since this is apparent in the might in the affairs of people; and the wisdom in their management; He generalized; So He said: ﴿And He is﴾; meaning: He is the doer of that; while the case is that He alone ﴿is the Mighty﴾; meaning: the one capable of (p-8) withholding; and sending; the prevailing over everything; and there is none who prevails over Him; ﴿the Wise﴾; the one who acts in each of withholding; and sending; and other than them; according to what His knowledge requires; and He perfects what He intends; according to the laws of wisdom; so nothing can be shaken off from it.
