And when the callers were those who had passed and others who were of the people of hypocrisy and those who were close to them, He warned them with His saying, confirming to dispel their assumption of His forbearance towards them: "If they do not stop" meaning: from the harm. "The hypocrites" meaning: those who conceal disbelief and show Islam. "And those in their hearts is a disease" meaning: close to hypocrisy, leading to sins. "And those who spread fear in the city" and they are those who circulate frightening news among the people of Islam that cause hearts to tremble, whether they were from the first two groups or not. "We will surely incite you against them" by making you inclined towards them, by commanding you to dishonor them and removing the barriers from that, and establishing the means that lead to it until you become attached to all their wealth, sticking to it like something that is glued with tar, so they will not be able to detach from anything you do to them except by being far from the city through death or migration to another place. This is the meaning of the saying of Ibn Abbas, may Allah be pleased with both of them, as narrated by al-Bukhari: "We will surely empower you against them." And when their departure from the city was very unlikely for them, and the greatest rank in their harm was from others, because expulsion from homelands is one of the greatest humiliations, He indicated this with a tool of delay and said: "Then they will not dwell with you in it" meaning: after your attempt with them. "Except for a little" meaning: for a time as much as you can be harmed, so that calamities become great upon them.
