Commentary

And when this was established from the world of shadows and creation, then the world of spirits and command, that indicated the comprehensiveness of power. The one who is comprehensive in power must certainly be encompassing in knowledge. Its result is inevitably: ﴿That﴾ is the exalted God, the clear light, ﴿the Knower of the Unseen﴾ whose keys preceded it, the last of which was from the spirits, command, and creation.

And when He presented the knowledge of the Unseen for being the highest, and the world with it may not know the witnessed due to its inability to see, He said: ﴿And the Witness﴾ from all of that, from which the revelation of the Qur'an to you and its reaching you is included, ﴿the Mighty﴾ who incapacitates everything and nothing incapacitates Him. And when perhaps a stubborn one might challenge His might by neglecting the sinners, He said: ﴿the Merciful﴾ [that is] the one who has specifically granted the people of obligation among His servants mercy in the sending down of the books upon the tongues of the messengers. And He clarified to them what the divinity is pleased with, after encompassing all of creation with the attribute of the All-Compassionate after bringing them into existence from non-existence with goodness and bounty.
