And when the aim of the surah is to negate doubt about the revelation of this clear book, that it is from the Lord of the worlds, and it indicates that turning away from it is indeed injustice and obstinacy, as He concluded with a threat regarding turning away from the verses with retribution. And He, glorified and exalted is He, had indeed taken retribution from those who belittled Musa, blessings and peace be upon him, before the book was revealed to him and after its revelation. And he was the first to whom a book was revealed from the Children of Israel after a long period of prophets between him and Yusuf, blessings and peace be upon them. All of them believed in it, and Allah united them through it and saved them from the captivity of the Egyptians by his hand. He reminded them in a state of consolation and encouragement for those who accepted and a warning for those who turned away. And a glad tidings of the faith of all the Arabs and their unification through it and the salvation of the people of Yemen from their captivity by the Persians because of it. He said, confirming as a warning to those who think that the Almighty does not have anything of His affairs rejected: 'And certainly We gave Musa the book' [meaning the one that encompasses the rulings], which is the Torah.

And when that is something there is no doubt about, and his people had left following much of it, especially regarding what he narrated of the attributes of our Prophet, blessings and peace be upon him, and in what he commanded them to follow, this was a turning away from them similar to the turning away of the doubter regarding something. And they, at the time of Musa, blessings and peace be upon him, also opposed his commands time after time and moment after moment. This resulted in the mentioned giving of his words as an allusion to them and informing that the Almighty may wish to [reject] some of His commands for a wisdom He has planned: 'So do not be' [meaning be a firm being], as indicated by the action of being and the affirmation of its noon. This implies forgiveness regarding the thoughts of the soul that occur from the nation as he clarified, blessings and peace be upon him, 'in doubt' [meaning uncertainty] 'about meeting Him' [meaning do not act in that way as the doubter regarding Musa's meeting with the book from Us and receiving it with acceptance and submission], as the claimants of following him and acting by his book did in turning away from what he called them to from the religion of Islam. Or do not act like the doubter regarding meeting the book from Us even if they attribute you to fabrication, and even if some of what he informs about is delayed, it will be guidance for those who remain of them and punishment for those who have passed. And the news of what he informed will not remain except as it was informed, for indeed you will meet it from a Wise, Knowing One. And Musa, blessings and peace be upon him, was patient in receiving his book and his supplication until he died in the best of conditions. Or the meaning could be: 'And certainly We gave Musa the book' and there was disagreement [about it] among them, so no one among the steadfast doubted our giving him the book due to the turning away of those who turned away, nor the shaking of the retreat of those who retreated. And We took retribution from those who turned away from it, so let none of those who believed in you be in doubt about our giving the book to you due to the turning away of those who turn away. So We will destroy those whom We have decreed to be wretched as retribution from him, and we will make the remaining ones happy through it.

And when he pointed to their turning away from him and the Arabs' turning away from their Book, he mentioned that all of them acted with that misguidance against what was revealed to him in the Book. So he said, expressing gratitude towards the Children of Israel and giving glad tidings to the Arabs: ﴿And We made it﴾ meaning the Book of Musa, blessings be upon him, a making that befits Our greatness ﴿a guidance﴾ meaning a great clarification ﴿for the Children of Israel﴾.
