And when he mentioned His management of the circumstances and some of the subjects among humans and jinn, he mentioned His overpowering of all. So he said: "And to Him" meaning [alone] is the complete dominion "whoever is in the heavens and the earth" meaning all of them. And he indicated the dominion by saying: "All belongs to Him" meaning alone. And since the submission of the group necessitates the submission of the individual without the reverse being true, he gathered in his saying: "submissive" meaning sincere in submission, not for themselves nor for anyone else. In reality and fact, there is no management in any way except by His permission. And Ibn Abbas, may Allah be pleased with both of them, said: They are obedient in the obedience of will, even if they disobey His command in worship - this was narrated from him by Al-Baghawi and others, and Al-Tabari preferred it, and it is the meaning of what I have said.
