Then he confirmed that by saying - affirming the promise -: ﴿We will cast﴾; meaning: by Our greatness; ﴿into the hearts of those who disbelieve terror﴾; meaning: that which necessitates compliance with what He commanded regarding boldness against them; and the absence of weakness in their matter; just as he began the story by hinting at that; with the command to travel in the land; and to look at the outcome of the deniers; then he clarified the reason for that; saying: ﴿because they associated partners with Allah﴾; meaning: so they may know for certain that there is no ally for His enemy; because there is no equal for Him; and he clarified by saying: ﴿that which He has not sent down﴾; meaning: at any time; ﴿with it a proof﴾; that there is no argument for them in associating partners; and that which He has not sent down with it a proof, there is no authority for it; and the root of 'salaṭa' refers to power; and when the estimation was: 'then upon them is humiliation in this world; for following that which has no power'; he added to it: ﴿and their abode is the Fire﴾; then he made the matter terrifying; by saying: ﴿and wretched is the dwelling of the wrongdoers﴾; meaning: it is; and he made it evident in the place of concealment; for generalization; and linking the ruling to the description.
