And when it may be difficult for those who do not reflect [properly] to understand the disparity in provision among all creation, it is said: With all creation and provision belonging to Him, why then are they differing in provision? He said: ﴿Allah﴾ meaning: By what He has of [greatness] and encompassing [attributes of] perfection, ﴿He extends provision﴾ by His complete power ﴿to whom He wills of His servants﴾ according to what He knows of their inner selves, ﴿and restricts﴾ meaning: He narrows it.

And when that is only for the interests of the servants, even if the reason for His wisdom does not appear to them, He said: ﴿to Him﴾ meaning: So that His power and wisdom may manifest from that. And you see kings and others among the strong differing in provision among their workers according to what they know of their incomplete knowledge of their conditions. So what do you think of the King of kings, the One who knows knowledge that no assumptions or doubts can approach? And this verse is a result of what preceded it.

And when glorified is He, He provides for the people, and it is possible for them according to what He knows of their inner thoughts that there is no goodness except in Him. He said, justifying that and affirming a response to those who believe that this is only due to the shortcomings of some servants and the striving of others, informing that He is encompassing in knowledge, so He is encompassing in power. [He is] the One who caused the inability of some of them and the ability of others due to the connection of power and knowledge: ﴿Indeed, Allah﴾ meaning: The One who has the attributes of perfection ﴿is All-Knowing﴾ [meaning:] of all that is provided for and of provisions and how it is prevented or granted and other than that. ﴿is All-Knowing﴾ so He is capable of all of that. He knows what rectifies the servants from that and what corrupts them, and He gives it to them according to that if He wills. And how many have the strong sought to enrich a poor person and impoverish a rich one, but the reality revealed the corruption of what they sought to transfer.
