And when the distinction between the people of the two abodes became clear, and it was necessary to bring forth the Hereafter, and it was known that the Hereafter is indeed the recompense for deeds, and it was established from its being for the fearful that it is for the safe, the detailing of that was resumed in response to one who seemed to say: What is for the one who does good and the one who does evil upon arrival? By His saying: ﴿Whoever comes﴾ meaning: in the Hereafter or in this world ﴿with a good deed﴾ meaning: the righteous state ﴿for him﴾ from the bounty of Allah ﴿is better than it﴾ from tenfold to seventy to seven hundred to what only Allah, the Exalted, encompasses. ﴿And whoever comes with an evil deed﴾ and it is what Allah has forbidden, and among it is frightening the believers ﴿then he will not be recompensed﴾ from the recompense of anything. And it has been made clear what is in this action from the pronoun returning to the one who said: ﴿Those who have done evil deeds﴾ depicting their state as a condemnation of it and a repulsion from its action. And perhaps he gathered here and singled out at first indicating that the wrongdoer is more [numerous] ﴿except﴾ like him equally just from Him, the Exalted. Thus was the origin, but he said: ﴿What they used to﴾ meaning: with all their intentions ﴿do﴾ as an exaggeration in the equivalence. This is in the Hereafter, and the verse added the indication that He acts in this world similarly even if it is hidden. So they will fear in their sanctuary by what they frightened the believers therein, and Allah has made it for safety. They excused themselves from entering into His religion out of fear of being seized from their land. So their lack of entering into it will become a reason for their fear and their being seized from their land, and they will know that what they were in of safety is indeed because of You. Then they will become on the Day of Victory in Your grasp.
